The scholarship program through the Heart of Illinois Community Foundation fulfills my passion to help students succeed and meet their educational goals. Scholarships are essential due to the rising cost of an education and the decreased amount of state funding. Also, it is rewarding to read a letter of thanks to a donor from a student who has received financial assistance through a scholarship that was created, usually to honor the memory of a loved one. I truly enjoy being a part of the scholarship process.

As Scholarship Coordinator, Kathy facilitates a close working relationship between the Community Foundation and the Macon County high school counselors, teachers, administrators, students and parents. Carter monitors and assists students in completing the online scholarship application; coordinates scholarship review committees; publicizes recipients' names and deadlines; and assists with the annual scholarship reception. A Decatur native, Carter attended Decatur public schools. She graduated from Lakeview High School in 1970; from Lake Land College in 1972; and in 2007, Carter earned a bachelor's degree in Management and Organizational Leadership from Millikin University. After 23 years with Richland Community College, Carter retired in 2011. Throughout her last five years at Richland, she served as Director of Scholarships and Alumni Development.
